Science East & West Renovation Planning 10/19/09

Schematic Design drawings and the Schematic Design Narrative were distributed for review and comments in early October 2009. A work session with College planners, Clients and the A&E team was held on 10/7/09. Based upon what is being proposed the following is emerging;
  • Science East will have overall building support spaces on the bottom level with the upper three levels being a mixture of faculty offices and classrooms for the Mathematics department.
  • Science West will have the Math Center on the lower level and classrooms on the upper level.
  • The large lecture hall in SW will remain but in a new configuration.
  • IT will have a MDF and a stacked IDF on each floor in both buildings. Service entrances into the MDF's will be through conduit from the new campus conduit system.
  • During renovation of Science East a temporary system service will be constructed from Computer Science to Science West to maintain services in SW while Science East is renovated, then the temporary service will be removed when the permanent service path is constructed.

Science East & West Renovations 9/8/09

Both Network Engineering and the Telephone group are to conduct inventories of existing resources in both Science East and West. The invnetories are to identify to following;
  • Existing users and locations
  • Who is scheduled to move into the new Science Center
  • Who is tentatively scheduled to move into a renovated Sceince East
  • Who is tentatively scheduled to move into a renovated Science West
  • What areas and departments are currently in both buildings that will NOT return to the Sceince buildings
  • What are the projected capacities (port availabilities) for each building prior to renovation

Central Facilities wants to schedule meetings in October to discuss coordination of required pre-renovation activities that need to take place in Science East. Specific areas currently be occupied will require abatement prior to renovation. Plans for relocation of classes and activities need to coordinated early.

Exterior wall reports

Burt Hill has delived forensic reports on the condition of the exterior walls. They have included options, recommendations and estimated costs on what needs to be done to fix the walls. The four documents have been uploaded into Mariner.

There were no IT issues referred to within the documents.

Schematic Design

Burt Hill held a meeting on June 5 with Facilities. Four schemes (blue, gold, brown and tan) were discussed. The schemes and minutes that list the pros and cons along with the discussion are available on the Burt Hill web site and in Mariner.

The blue, tan and brown schemes show the OIT offices on the 1st floor of Science East. The gold scheme shows the OIT offices on the 4th floor of Science East. MC noted that placing OIT in a 'prime' location on the 4th floor would not be well received by the Math Department.

All four schemes show an IDF on each floor (vertically stacked) in both the east and west wings. All four schemes also show an MDF on the 1st floor of each wing adjacent to the IDF.

Based on the kickoff meeeting interviews, the preliminary Programming Estimate counts for IT equipment and drops have been completed.

Program verification for IT

SIWS
  • Explanation given about differences between tier 1 and tier 2
  • Tier 1 should be used for design development purposes 
  • Standards being reviewed - should be ready by July
  • Faculty prefer to have stand alone DVD player separate from DVD in PC / laptop
  • Moving to 16x10 screens - can tailor lense to the room - standards to be passed on to Burt Hill
  • Eventually VHS will go away
  • Plan to use Sympodium instead of smart white board
  • Need to provide a cable connect (coax) to each location even if not connected
  • Need phone by each SIWS
  • Need screen up/down switch by the SIWS
  • Screen should be recessed in the ceiling
  • Screen should be in the center of the room or just off center
  • Remote pointers / advancers to be distributed to the faculty using the room
  • Standard for connections is thru the floor

Data / voice /  cable television
  • Standards should be updated by July and should be reviewed every 14 months
  • Standard for horizontal cable TV is currently RG6 but may be replaced by fiber in the new set of standards
  • There should be a BDF / MDF for each building (200 sq ft)
  • There should be one or more IDFs for each floor (150 sq ft) depending on the positioning within the building that allows for the 295 foot maximum length of cabling.
  • Intelligent building cables should use cat-6 and may be terminated in the MDF/s IDFs. This does not apply to fire alrams.
  • There will be a loop going thru Science Science east and Science West.

Wireless

  • Intention is to provide unsecured wifi access to the internet and secured access via wifi to MC resources. This decision is still in committee.
  • Will need to provide power points in the floor for charging laptop batteries
  • Wireless Access Points will be POE and will be mounted in the plenum
  • A wireless study is not included in the contract with Burt Hill

Digital signage
  • This will depend on the programming needs of the building
  • Will mostly be installed in lobby areas, not in classrooms
  • Currently being looked at by a committee
  • Displays need to be positioned so that blind people do not walk into them (ADA)

Mobile carts / storage
  • Need to be provided to quickly replace a failed SIWS
  • These will need to cover the Science building as well as E/W - three storage spaces, one per building - could be combined for Science and Science East in a double sized room
  • Need 2 stations per building (6 total)
  • Storage requirements per building, 2 stations, (6' x 2') shelf space, shelving for 5 CPUs

Program Verification kickoff meeting

The new Science building along with Science East and West will be treated as a 3 building complex. In a code sense, the Science and Science East will be treated as one building.

Burt Hill has set up a collaboration site (password has been issued)

A building forensics engineer will cut holes in the walls during the next few weeks to see what condition the walls are in.

Room shapes
East and West have an underlying steel structure. The concrete block walls are not load bearing which will make it easier to do an entirely new layout. Rooms will need to fit some aspects of the current buildings where there are columns.

Looking to incorporate rooms to support many different learning styles. Plan to have lots of static display areas.

Strong LEED emphasis including a green roof.

Preliminary technology notes

  • Burt Hill A/V specialist has the current MC IT standards.
  • cell phones - some discussion about coverage (particularly in classrooms)
  • Wireless - general agreement that secure wireless connection to MC networks would allow greater flexibility in classrooms and labs.

Math Science Center - Overview

Need different seating configurations with lots of power outlets for laptops

Need open computer labs, small group study areas (4 - 6 people) and larger study areas (24 - 30 people). Will need some form of reservations system for the rooms.

Center is spread over two floors so there may need to be two controlled entrances and possibly two tiers of staffing.

Possibility that one or more of the labs will be used for assessment & testing.

Possible that MS Center will also support some of the Computer Science program (physics & engineering)

List of what students would do in the MS Center

As the rooms were discussed, several IT general recommendations arose for the labs:

  • Electronic messaging board instead of the 8x4 tack board
  • Future discussion about using an electronic whiteboard instead of projection screen
  • Full SIWS (tier 2) with Elmo / Sympodium
  • Need for workspace or table next to SIWS for instructor to lay their material & and a seat
  • Switch controlling the motorized projection screen either part of the SIWS or close to the SIWS- switch to be clearly labelled
  • One phone (dial out to campus)
  • Allowing 2 ADA spaces with larger monitors
  • Power outlets for laptops - easy access to the power on the top of the desks
  • Desks to be fixed
  • Movable closed cabinets for printer supplies
  • Vinyl Composition Tile (VCT) instead of carpet for general purpose classrooms and labs
  • Carpet for offices
  • Blackout not needed
  • Banked lighting instead of dimmable lighting

Programming update

The kickoff meeting is still scheduled for March 23-24. The agenda should come out this week.

Program verification
  • The two program documents will serve as the basis for the reivew.
  • Expect that some of the space specified in the two documents will need to be eliminated and the efficiency (Net Assignable SF / Gross SF) will be reduced from 7o% to the state guideline of 50-60% range.
  • The new Department of Education will not be housed in the building.
IT will need to specify by end of March:
  • spaces required for A/V storage and IT closets (quantity, size, layouts)
  • spaces (cubicles?) for IT technicians - need to find out how many
  • expects IT standards to be similar to RV science center ( the architects will be the same for both science center and science E/W)
  • wireless requirements
  • phone requirements (VOIP??)
Other issues

There will be a new elevator in Science West (phones / alarms)

HVAC to be connected to FNET for monitoring

It is expected that both buildings will have green roofing systems.

Timing

While the renovation is being designed as one project it is possible that the construction will be treated as two projects.

Construction will not start until the science people move to the new Science Center which is projected to be March 1 2011.

No decision has been made where to move the math people when construction starts.

Funding

The county has provided the 'design' funding. The 'construction' funding has not been approved by the state and the county may have to provide it all.

Update

Central Facilities is actively negotiating with Burt Hill, Inc. for services to design the renovation of Science East and Science West on the Rockville Campus.

There will be a two-day kick-off of the program verification phase including interviews with various groups following BOT approval (on either February 17 or March 17). The dates have been identified as February 26 – 27 or March 23 – 24 as these are the best dates for faculty and staff.
